eDECs & emergency NVD/Waybills
An electronic version of the Livestock Production Assurance National Vendor Declaration and Waybill (LPA NVD/Waybill), the eDEC, has been developed for livestock producers and lot feeders.
Emergency NVD/Waybills are essentially the same as an eDEC, but available only in emergency circumstances, when a conventional LPA NVD/Waybill or eDEC is unavailable and an order for a NVD book has been placed.
Producer eDECs
The eDEC offers producers a significant cost saving (up to 40%) compared with the printed version. The eDEC simplifies the completion process as it takes producers through the components of an LPA NVD/Waybill step-by-step and can be printed once completed.
Ultimately the function of the eDEC is the same as the LPA NVD/Waybill – to underpin the Australian agricultural industry's reputation as a global source of safe red meat. The eDEC is only available to producers who hold a current Property Identification Code (PIC) and who are accredited with the on-farm food safety program LPA. This program offers on-farm risk management tools to ensure information declared on the LPA NVD/Waybill is verifiable.
eDECs can be purchased by logging into the LPA user profile site, selecting the Producer eDEC program and following the prompts.
There are clear instructions, frequently asked questions and support available to assist with the process. Telephone support is not available for the eDEC; however, technical support can be accessed by emailing lpa@mla.com.au.
The Producer eDECs can be purchased using a credit card and cost $20.90 (including GST) for 20 NVD Waybills (the minimum amount). To validate the eDEC, three copies must be printed and signed to replicate the LPA NVD/Waybill book.
As with LPA NVD/Waybills, purchased eDEC are valid until used and are referred to as tokens. eDECs that have been printed are valid for 15 days. The eDEC token can only be activated from the specific computer on which the eDEC user account was established.
Emergency NVD/Waybills
The emergency LPA NVD/Waybill system is a software program that can print blank emergency LPA NVD/Waybills to be used in circumstances where an LPA NVD/Waybill is not available to a vendor and when a order for a NVD book has been placed. The system is available at any time online and is accessed through the LPA user profile site. The system can also be accessed via the LPA hotline on 1800 683 111 (Monday to Friday, 9.00am to 5.00pm AEST).
Agent eDECs
The latest Agent Emergency NVD and Waybill (eDEC) program is due to be phased out on July 1 2010. As the lead-in to this date, Agents can no longer undertake new registrations. Agents that are registered with the Agent Emergency eDEC program can purchase tokens online. Importantly, adequate alternative options are now available to accredited livestock producers requiring "emergency" access to LPA NVD/Waybills, through the Producer eDEC and Emergency NVD/Waybill systems.
Before printing an Agent Emergency eDEC, the agent must first check the LPA status of the PIC to confirm full accreditation. The latest Agent Emergency eDEC program must be downloaded for any tokens that have already been purchased to work. Once printed the Agent Emergency eDEC is valid for 15 days. Agent Emergency eDEC may only be utilised on the computer on which the user account was established.
