LPA NVD/Waybills


The Livestock Production Assurance (LPA) National Vendor Declaration and Waybill (NVD/Waybill) is the main document upholding Australia's meat and livestock food safety reputation. When an LPA NVD/Waybill is signed, the producer is declaring compliance with LPA, the industry's food safety program.

 

The LPA NVD/Waybill enables important information regarding livestock history to be transferred through the chain to the end consumer so that they be confident that the red meat product is safe.

 

On-farm risk management

 On-farm risk management actions underpinned by LPA accreditation back up all claims made on the LPA NVD/Waybill. These actions help ensure that:

  • Meat remains safe for human consumption, free from unacceptable residue levels.
  • Potential risk of contamination from livestock feed is minimised.
  • The risk of the property being exposed to a hazardous disease is minimised.
  • Good records are kept in order to verify farm management practices; A producer's LPA NVD Waybills are an integral part of record keeping.

 

Record keeping

Good record keeping will enable the producer to:

  • Back up claims made on the LPA NVD/Waybill.
  • Accurately identify and describe livestock purchased, sold or transferred between properties.
  • Provide a history of livestock or feed products moved, purchased or sold.
  • Prove or verify that something has occurred.
  • Enable the industry to investigate food safety problems if required.

 

Combined LPA NVD/Waybill

In 2004, two major changes were incorporated into the NVD:

  1. Combining the Waybill or Travelling Stock Statement – this allowed the document to be legally used for declaring stock movements as required within and between states.
  2. Producers are required to be accredited in LPA in order to to obtain the new LPA NVD/Waybills – this has enabled the industry and producer to:
    • Prove that declarations made on LPA NVD/Waybills are truthful and would stand up to a review if required.
    • Provide domestic and international customers with assurances on food safety and product integrity.
    • Verify the food safety status of animals in the event of a disease outbreak.

 

Obtaining and using the LPA NVD/Waybill

When an LPA NVD/Waybill is signed, producers are declaring that on-farm food safety requirements, as outlined under LPA, are met. It is therefore important that all producers be appropriately accredited. This can be easily checked online by entering the relevant Property Identification Code (PIC) and LPA user name and password.

 

If a producer is unsure of their PIC, this can be obtained from their state department of agriculture or Livestock Health and Pest Authority (LHPA).

 

The cost of a standard book of 20 LPA NVD/Waybills is $35.00 (including GST) and these can be obtained by following the three steps below, either online or by phoning 1800 683 111:

  1. Register with LPA,
  2. Ensure you are fully accredited with LPA; and
  3. Order LPA NVD/Waybills.

Producers are also able to use the electronic NVD/Waybill (eDEC).
