Framework and Guiding Principles

MLA uses tenders to help support strong governance and compliance in accordance with the following documents:  

• Statutory Funding Agreement (SFA): this agreement between MLA and the Commonwealth of Australia defines MLA’s governance, performance and accountability requirements. It mandates transparent and competitive procurement processes and establishes how industry levies and matching Commonwealth funds must be managed and applied. • MLA Procurement Policy: this policy sets out MLA’s principles for ethical, efficient and accountable procurement. It requires that MLA procurements deliver value for money, encourage fair competition and maintain the confidence of industry and stakeholders.  
  
  
• MLA Supplier Code of Conduct: this code outlines the standards of ethical behaviour, professionalism, sustainability and integrity expected of all suppliers engaging with MLA. A copy of MLA’s Supplier Code of Conduct can be found here: MLA Supplier Code of Conduct
  
  
• MLA Strategic Plan: the strategic plan sets out MLA’s key priorities and direction for 2030.  A copy of MLA’s Strategic Plan can be found here: MLA Strategic Plan

In addition, MLA’s approach to tendering is guided by key principles of:  

• Transparency and Fairness: ensuring open and equitable selection processes;
  
  
• Competitive Pricing: promoting competition and achieving efficient, high-quality outcomes;
  
  
• Effective Risk Management: engaging reliable suppliers and mitigating procurement risks; and 
  
  
• Compliance and Accountability: requiring tenderers to meet all governance, legal and policy requirements.
