Summary
Analysis of alternate measures to the CPRS with regard to the Australian Beef Cattle Industry
The Carbon Pollution Reduction Scheme (CPRS) was Australia’s proposed cap-and-trade emissions trading scheme. It was to have been the main element in Australia’s efforts to reduce its greenhouse gas emissions.
An examination of options available to the Australian beef cattle industry for greenhouse gas emission mitigation or abatement was undertaken given the proposed exclusion of agriculture from the Scheme. Alternatives to the CPRS were examined and critiqued to determine the appropriateness, practicality, opportunities and risks of each option.
The economic impact of these alternatives was estimated across the beef supply chain and an alaysis of the pros and cons of each option undertaken.
A final confidential research report was provided to MLA by the consultant and subsequently referenced by industry peak councils to guide and inform future climate policy direction / priorities - and to ensure that any alternative did not have the potential to erode the beef industry's international competitiveness.
