Summary
The aim of this project was to identify the roles and responsibilities of industry and government in the delivery and application of the property identification code (PIC) and device-based status (DBS) framework. The project reviewed the legal basis for PIC and DBS, and the obligations of participants at each point in the supply chain. The PIC and DBS system allowed an animal health, chemical residue or other status of interest to be linked to individual animals or animals that have resided on a particular property for the purposes of managing biosecurity, food safety or market access risk.
The utilisation of these PIC and device-based statuses through the industry has grown significantly over the past several years and now supports 29 PIC based statuses and 39 device-based statuses, ranging across a variety of food safety, market access, product integrity and animal health issues. There was a heavy reliance on their availability and accuracy, to support real-time commercial decisions. This review was conducted to assess the process for creating, managing and removing these statuses. The review recommendations were considered by SAFEMEAT, as the decision making body responsible for endorsing new statuses and making any modifications to existing statuses.
