The red meat industry's integrity systems provide a key role in protecting the industry from the potential impacts of exotic disease outbreaks such as Foot and Mouth Disease, Bovine Spongiform Encephalopathy and Lumpy Skin Disease.

Summary

This project will update the potential economic costs for the Red Meat Industry of a Foot and Mouth Disease (FMD) or Bovine Spongiform Encephalopathy (BSE) outbreak, while adding the potential costs of Lumpy Skin Disease (LSD). This will include updating the likelihood of an occurrence (especially for FMD and LSD), changes in market composition and competitor profiles, as well as the increased value of the product. BSE and contamination relevant assumptions will also be reviewed. The results will be used to update the ongoing 'top down' evaluation model used for assessing the overall impact from the Integrity Systems sub-program.

Objectives

1. Update and extend previous analysis on the potential economic costs of exotic disease incursions and other adverse events but focusing on current threats which are FMD and LSD.

2. Provide a clearer understanding of how benefits/avoided costs are estimated for the Integrity Systems sub-program.

3. Focus on the potential costs that result from disruption to market access by export market or by export market group (rather than eradication and compensation costs).

Key findings

The outputs of this project will be incorporated into the economic model that underpins integrity system impact assessment analysis and will be used to inform strategies around LSD and FMD preparedness.

This project has helped to refine and improve the economic modelling that underpins MLA's evaluation of the Integrity Systems sub-program.
