Review of integrity system program administration agreements

Integrity Systems Company is the appointed administrator of the National Livestock Identification System (NLIS) and the Livestock Production Assurance (LPA) Program, and oversees the LPA Rules and Standards and NLIS Database Terms of Use.

Summary

This project conducted a situation analysis of the various agreements that are in place that govern Integrity Systems Company in the administration of the integrity system programs, including the NLIS Database Terms of Use and the LPA Program Rules and Standards. The project developed a modernised approach for the NLIS Database Terms of Use in line with best practice principles, ISC’s role, and the desired future state for the red meat integrity system as contemplated through the Integrity System 2025 Strategic Plan.

Objectives

1. Review the intent and design of the current agreements that have been established to underpin the administration of the red meat integrity programs.
2. Develop a visual map of the existing agreements, the parties to the agreements, and the dependencies between them.
3. Conduct a review of the NLIS Terms of Use and compare and contrast the current approach with best practice principles.
4. Conduct a workshop with ISC to clarify and document the information that needs to be shared between parties (current state and future state) to support the objectives of the integrity programs and the broader red meat industry.
5. In consultation with ISC, develop high level principles for the agreements that will underpin the future state integrity system.
6. Identify components that are captured in the current administration agreements that would not sit within a modernised structure and recommend how these might be addressed.

Key findings

A refreshed approach to the NLIS Database Terms of Use has been developed in line with best practice principles, ISC’s role, and the desired future state for the red meat integrity system as contemplated through the Integrity System 2025 Strategic Plan.

Benefits to industry

The NLIS Database Terms of Use underpins the operations of the NLIS by outlining the participants who can access the NLIS database, the purpose for which access is provided, and the terms that underpin that access. Through this broad based review, a revised approach to the NLIS Database Terms of Use has been developed to ensure that it aligns with best practice principles, ISC’s role, and the desired future state for the red meat integrity system as contemplated through the Integrity System 2025 Strategic Plan.

MLA action

Consultation with industry and government stakeholders on the revised approach will be progressed by Integrity Systems Company through SAFEMEAT.

Future research

The NLIS Database Terms of Use will undergo continual review as enhancements to the system are developed and implemented.
