Summary

There is an opportunity to supply China live cattle through either Myanmar or Laos. Direct slaughter cattle trade to China is difficult under current health protocols.

Objectives

• Maintain status and feasibility of the export live cattle trade to Laos and Myanmar for subsequent re-export to China.
• Briefing and consultation meetings with key Government, industry and private sector investor stakeholders completed in Australia, Laos, Myanmar and Vietnam, and next steps for market development agreed and identified.
• Potential private sector investors (exporters and importers) identified and B2B and G2G linkages established.
• Bilateral discussions regarding a Myanmar-Australia health protocol facilitated.
• Status of multi-international cross-border ESCAS requirements confirmed with Australian Department of Agriculture Water and the Environment.

Key findings

A) Myanmar health protocol signed.
B) Case studies of how the Livestock Export Program (LEP) has helped industry to mitigate risks and how these have given Department of Agriculture and Water and the Environment (DAWE) Live Animal Exports (LAE) confidence to open up trade or evidence to restrict trade.
C) Quantify through case studies, how LEP activities have directly impacted upon mitigating trade risk or have defended/promoted the live trade, contributing towards trade continuation.

Benefits to industry

There is an opportunity to capture a significant high value new market opportunity for the live export industry. Coordination of government and industry resources will create opportunities for exporters that do not currently have the capability to travel to the region due to COVID-19.
