V.ISC.1922-NLIS modernisation Final Report

Summary

In 2018 a review was undertaken resulting in 76 recommendations related to futureproofing the structure and process for approving, monitoring and maintaining animal identification approaches under NLIS for the red meat industry (Schuster and Drake, 2018).

Objectives

1. Facilitate a collaborative Working Group to formulate the key outcomes required from the standards and rules, and to guide and prepare the standards and rules.
2. Consult with manufacturers and consider their feedback on the standards and rules.
3. Produce draft standards and rules for consideration by the ISC Board and final drafts of the same for acceptance at both SAFEMEAT Policy Group and SAFEMEAT Partners.

Benefits to industry

This project created:
1. NLIS standards and rules which can be adapted as different approaches to animal identification technology emerge
2. Outcomes-based requirements which encourage and accommodate innovation
3. Clarity about the expected performance and conformance of technologies which underpin NLIS
4. A more robust process to consistently assess and monitor the ongoing performance and conformance of technologies which underpin NLIS
5. A process for concerns regarding technology performance and conformance to be raised, investigated and acted upon
6. A pathway for consideration of ‘alternative technologies’ under NLIS which aligns to industry expectations and the ISC Strategic Plan 2025.
Overall, the livestock industry benefits through the introduction of modern, robust and adaptable standards and rules which underpin the integrity of the technologies used under NLIS and therefore are relied upon to protect Australia’s food safety, biosecurity and market access.
