Summary

According to Law No. 33 of 2014, guaranteeing halal products is very important because it protects domestic consumers and encourages the transformation of the halal industry in the international market.

The Indonesian government has begun to require products and consumer goods to be halal certified because the food humans need comes from vegetable and animal ingredients. Vegetable ingredients are confirmed to be halal as long as there is no processing and/or the addition of other ingredients. However, animal ingredients, especially those from slaughtered animals, are critical regarding their halal-ness.
Slaughterhouses (RPH) are one of the entry points for the availability of halal food in the form of slaughtered animal meat. Therefore, management and human resources must maintain quality to guarantee the meat produced.

The existence of Law No. 18 of 2009 concerning Animal Husbandry and Animal Health also supports the statement that halal products in Indonesia, especially meat and its derivatives, need to be guaranteed by ensuring that the meat is obtained according to halal animal slaughter procedures. These procedures must meet the requirements of veterinary public health, animal welfare, Islamic law, and the concept of ASUH (safe, healthy, whole, and halal) so that halal and good meat (tayyib) is produced.
LEP, working with PPU abattoir and Halal Science Center (HSC) IPB, delivers stunning training and halal slaughterman competency certification to ensure that personnel working in the abattoir sector are skilled and knowledgeable in animal welfare and halal requirements based on Indonesia’s laws.

Halal Slaughterman Training and Competency Certification 2022-2023 delivered 21 certified halal slaughtermen from 16 abattoirs. The certification is valid for four years and is one of the mandatory requirements for halal certification of the premises. The training and competency certification consists of 13 competency units from work health & safety, communication & coordination, halal slaughter technique, and animal welfare, based on the Indonesia National Standard for Work Competency (SKKNI) no 196 of 2014.

Stunning Operator training delivered 19 certified operators in using Cash knocker stun guns. The training includes animal welfare during stunning, stun gun maintenance, and halal stunning techniques. The training is part of the requirements for halal certification of the premises. (Both reports are available in the documents - final report.)

Objectives

  • This project will provide competency-based training for Indonesia’s abattoir operators in stunning, halal slaughter, and animal welfare, resulting in more abattoir operators with appropriate skills and knowledge of abattoir operations. Expected outcomes include increased carcass and beef product quality, compliance with ESCAS standards, and with Indonesia’s Ruminant Slaughter Standards.
  • The project will help mitigate trade risks in Indonesia’s ESCAS-approved abattoirs and train up to 30 participants/year in stunning and 40 participants/year in halal slaughter, supporting the technical and practical needs of Indonesia’s abattoir workers. Competent and certified personnel also support and enable facilities to obtain halal certification from Indonesia’s halal authority (MUI).

Key findings

As the halal slaughterman and stunner operators certification is part of the mandatory requirement for halal certification, it is essential to continue the project to support the industry preparedness for Halal 2024 (17 Oct 2024) deadlines.

Benefits to industry

Providing support for the industry preparedness approaching the deadlines of halal 2024 (17 Oct 2024) where all abattoirs must have a halal certification. Premises that have not obtained the certification will either lose their customers or get sanctioned/fined by the government.

MLA action

Providing further support to the industry (especially ESCAS-approved abattoirs) in getting their halal certification before Oct 2024.

Future research

Continue the project with providing additional training and certification on halal supervisor.
